The food is always good, from the homemade hamburgers to the Utopia roll, which is a mix of beef, chicken and shrimp rolled up in bacon bathed in a sweet and sour sauce.&lt;br /&gt;&lt;br /&gt;Basically, Utopia serves a mix of American, seafood, and Asian-influenced chicken, pork, beef and shrimp selections.&amp;nbsp; Everything on the menu is MSG-free.&amp;nbsp; I think they have the freshest salad bar in Bastrop County.&amp;nbsp; Period.&amp;nbsp; Sam, the owner, also has a full service bar which is separate from the dining area.&lt;br /&gt;&lt;br /&gt;Tonight we had&amp;nbsp;the Utopia roll and&amp;nbsp;a Teryaki sandwich.&amp;nbsp; Chalk It Up is a program for children ages 3-12. Youth are asked to participate as individuals or in groups (groups are two to four youth.). The event is free. Judges will determine winners based on creativity, use of space, color and imagination. A thirty-minute time limit will be placed on all entries once the event begins. "We're just not ready to disclose it yet," he said. &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Engineering firm Tilke GmbH has designed numerous racetracks around the world, including Formula One tracks in Malaysia and Abu Dhabi; the name is almost synonymous with the sport. Racing industry insiders have estimated that constructing a new facility capable of holding an F1 race would cost upward of $250 million. &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Ari Straus, president of the posh Monticello Motor Club in New York, offered his congratulations to Tavo Hellmund, managing partner of Full Throttle. &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;"Our hats are off to him. I think New York would be a better venue but we need Formula One back in the U.S.," Straus said. &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Like others in the industry, Straus was surprised that Austin was a contender for Grand Prix races, which are slated to be staged here from 2012-2021. He was also a bit puzzled by the early completion date — 2012 — announced for the project by Bernie Ecclestone, the head of Formula One Group. &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;"Somebody starting from scratch would not be able to do it until 2013," said Straus. &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Monticello, which has been open for a year and a half, has a $35 million track in place. Straus said it would have taken $100 million to $150 million more to build the grandstands and bring the track up to F1 standards. He said his club did not expect to make a profit if it had landed the event. &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;"The first thing that Bernie (Ecclestone) says is that you can forget about making money. The best you can hope for is to break even," Straus said. &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Ecclestone is known as a tough negotiator. &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;"Bernie is the shrewdest and smartest person I've ever met in the motorsports business," said Henri Richard, a race car driver and an executive with Freescale, which supplies microprocessors for F1 racing. "Bernie doesn't do anything without money." &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;T.Q. Jones, a racing enthusiast and longtime friend of Hellmund's, said that Hellmund has known Ecclestone for years. "He can call Bernie and Bernie will call back. Not many people can say that," Jones said. &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;On Tuesday, Hellmund said that action by public officials helped attract F1, even though the track would be built by private investors. &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;A letter sent on April 7 to Ecclestone and signed by Gov. Rick Perry, Comptroller Susan Combs and Hellmund promises $25 million per year in state support for the race from the state's Major Event Trust Fund. But, said Allen Spelce, a spokesman for the comptroller's office, none of that money would go to Hellmund. &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Rather, he said, the fund is used to reimburse local governments for costs they incur hosting large sporting events. Money for the fund is generated from sale tax receipts in host communities that are attributable to spending at the event. &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;According to comptroller's office records, the trust fund has been used seven times since 2004 to help cover the costs of events such as professional all-star basketball and baseball games. &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;The $25 million annual figure is about double the amount the state has paid on any sporting event to date; however, according to projections the comptroller's office said it anticipates paying local communities in North Texas about $27 million for costs they will incur hosting next year's Super Bowl. &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Speculation about the location of the future F1 track has centered on the new Texas 130 corridor or the Texas 45 Southeast corridor, where land is abundant and the city would like to see development occur. &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;"Anywhere they wind up going is going to be great for this area," said Susan Harris, president of Site Solutions Inc., an Austin-based commercial brokerage company. &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Joyce Jane Weedman, a vice president with the NAI REOC brokerage firm who has been selling land in the Austin area for 25 years, said Texas 130 was specifically built to carry the traffic for new residential and commercial development. &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Though a two-year timetable may seem ambitious, "if the City of Austin and the State of Texas want this project to open in 2012, they can make it happen," Weedman said. &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Hellmund said Tuesday that he not overly concerned about the timetable. "If it slides back, it slides back," Hellmund said. The city’s 200 live-music venues, lakes, parks and funky businesses all contribute to its eclectic vibe.”&lt;br /&gt;&lt;br /&gt;Kiplinger’s selected the list in conjunction with Kevin Stolarick, research director at the Martin Prosperity Institute, a think tank that studies economic prosperity. The rankings took into account population growth, unemployment rate, income growth and cost of living, along with a formula that identified cities with current and likely future growth in high-quality jobs and income, according to a news release. The magazine also weighed affordability and public-transit infrastructure, as well as the number of “creative-class” workers - such as educators, writers and scientists - living in the area.&lt;br /&gt;&lt;br /&gt;Austin was the only Texas city on the list. "Elgin is one of just a few small rural communities in Texas supported by an all volunteer fire department to achieve this classification."&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;When ISO (Insurance Services Office Inc.) develops a split classification, the first class applies to properties within five road miles of a fire station and within 1,000 feet of a fire hydrant. The second class applies to properties within five road miles of a fire station but beyond 1,000 feet of a hydrant. ISO generally assigns Class 10 to properties beyond five road miles.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;The classification by ISO, known as the Public Protection Classification (PPC) program, assesses the fire-protection efforts in a particular community.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;"Our ability to improve our PPC classification was positively influenced by the facilities provided for the general public to report fires, the fire department's structural fire fighting defenses and the water supply system that is available for fire suppression," said Elgin Fire Chief Liston Crim.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;ISO collects information on municipal fire-protection efforts in communities throughout the United States. In each of those communities, ISO analyzes the relevant data using its Fire Suppression Rating Schedule (FSRS). The company then assigns a Public Protection Classification from one to 10. Class one generally represents superior property fire protection, and Class 10 indicates that the area's fire-suppression program doesn't meet ISO's minimum criteria.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;By classifying the communities' ability to suppress fires, ISO helps the communities evaluate their public fire-protection services. The program provides an objective, countrywide standard that helps fire departments in planning and budgeting for facilities, equipment and training. By securing lower fire insurance premiums for communities with better public protection, the PPC program provides incentives and rewards for communities that choose to improve their firefighting services.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;"We could not have accomplished this without the cooperation and effort of our volunteer firefighters, ESD [Emergency Services District] board, police department, water department and code enforcement staff," added Crim. "I want to personally thank EVFD President Jay Schwartz, past EVFD Chief Larry Foehner, EPD Chief Chris Bratton and Assistant Chief Phillip Taylor, Utility Director Doug Prinz, Planning and Development Director Gary Cooke and Code Enforcement officer Jim Cazares for their work on the survey."&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;ISO's PPC information plays an important part in the decisions insurers make affecting the availability and price of property insurance. Virtually all U.S. insurance companies use PPC information to identify opportunities for writing new business, achieve a reasonable concentration of property risks, review loss experience in various rating territories and to price policies, offer coverages and establish deductibles for individual homes and businesses.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Insurance companies - not ISO - establish the premiums they charge to policyholders. The methodology a company uses to calculate premiums for property insurance may depend on the company's fire-loss experience, underwriting guidelines and marketing strategy.&lt;br /&gt;&lt;br /&gt;PPC may affect availability and/or pricing for a variety of personal and commercial insurance coverages, including homeowners, mobile home, fine-arts floaters and commercial property (including business interruption). Assuming all other factors are equal, the price of property insurance in a community with a good PPC is lower than in a community with a poor PPC.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;ISO is a leading source of information, products and services about property and liability risk.
